Liga Negara CONCACAF akan terus dimainkan dalam format yang diperkenalkan untuk musim 2023–24.[3]
Liga A akan menampilkan enam belas tim. Empat tim dengan peringkat terbaik menurut Indeks Peringkat CONCACAF akan menerima bye ke perempat final.[3] Dua belas tim yang tersisa akan memasuki babak penyisihan grup menggunakan format turnamen sistem Swiss. Tim-tim akan dibagi menjadi dua grup yang masing-masing terdiri dari enam tim, dengan masing-masing tim memainkan empat pertandingan melawan lawan grup (dua di kandang dan dua tandang). Dua tim teratas dari kedua grup akan melaju ke perempat final dan akan bergabung dengan empat tim yang menerima bye. Tim-tim yang melaju dari babak penyisihan grup akan diundi melawan tim-tim yang menerima bye, yang akan dimainkan dengan sistem dua leg kandang dan tandang. Empat pemenang perempat final akan melaju ke Final Liga Negara, yang dimainkan dalam format sistem gugur, yang terdiri dari semifinal, perebutan tempat ketiga, dan pertandingan final untuk menentukan juara.
Liga B akan menampilkan enam belas tim yang dibagi menjadi empat grup yang masing-masing berisi empat tim. Setiap tim akan memainkan enam pertandingan dalam format double round-robin. Tidak seperti edisi sebelumnya, pertandingan tidak akan dimainkan dalam format kandang dan tandang standar. Sebaliknya, untuk setiap Jendela Pertandingan FIFA, pertandingan di setiap grup akan dimainkan di tempat terpusat. Tim dengan peringkat ketiga terbaik di setiap grup akan menjadi tuan rumah keempat pertandingan September (hari pertandingan 1 dan 2), tim dengan peringkat kedua terbaik akan menjadi tuan rumah keempat pertandingan Oktober (hari pertandingan 3 dan 4), dan tim dengan peringkat terbaik akan menjadi tuan rumah keempat pertandingan November (hari pertandingan 5 dan 6). Jika suatu tim tidak dapat menjadi tuan rumah pertandingan, CONCACAF akan berhak memilih tempat.[3]
Liga C akan menampilkan sembilan tim. Tim akan dibagi menjadi tiga grup yang masing-masing terdiri dari tiga tim, dengan masing-masing tim memainkan empat pertandingan dalam format double round-robin. Mirip dengan Liga B, pertandingan di setiap grup akan dimainkan di tempat yang terpusat. Tim dengan peringkat kedua tertinggi di setiap grup akan menjadi tuan rumah pertandingan September (hari pertandingan 1, 2, dan 3), dan tim dengan peringkat tertinggi akan menjadi tuan rumah pertandingan Oktober (hari pertandingan 4, 5, dan 6). Liga C tidak akan dimainkan pada jendela November.[3]
Promosi dan degradasi akan berlanjut untuk musim 2024–25, dengan tim peringkat kelima dan keenam di Liga A dan tim peringkat keempat di Liga B akan terdegradasi untuk musim berikutnya. Pemenang grup Liga B dan C akan dipromosikan, begitu pula tim peringkat kedua terbaik Liga C.[3]

Seluruh 41 asosiasi anggota CONCACAF mengikuti kompetisi ini. Tim dibagi ke dalam liga berdasarkan hasil mereka dari musim 2023–24. Tim yang berada di posisi kelima dan keenam di Liga A dan tim yang berada di posisi keempat di Liga B dari musim 2023–24 turun satu liga, sementara tim yang berada di puncak setiap grup di Liga B dan C naik, begitu pula tim peringkat kedua terbaik di Liga C. Tim yang tersisa tetap berada di liga masing-masing.
